A former Warren city employee who filed a whistleblower lawsuit against the municipality claims he was a victim of a "campaign" to terminate him after he suspected illegal activity in city government.

Ex-city planner Kenneth Bouchard alleges he endured months of harassment before he left his dream job in August 2014 because of what he considered a "constructive termination" by officials, according to court documents filed recently in the federal case. Sensing a cold shoulder from other city workers, Bouchard had worried he would be fired so he secretly recorded his boss berating him. That recording could become a key factor in the whistleblower case. "People were not talking to him. People were not making eye contact," said Bouchard's attorney, Jennifer Lord.
